Houston-based Texas LNG Brownsville, part of Glenfarne Group, has put Kiewit Offshore Services (KOS), a construction and engineering services provider, in charge of in-state fabrication of liquefaction modules for a liquefied natural gas (LNG) export project being developed in the Port of Brownsville, Texas. The developer sees this as a significant investment in the U.S. and Texas jobs market and economic development.
Glenfarne has confirmed that Kiewit Offshore Services will be the entity to fabricate the $5.7 billion Texas LNG project’s liquefication, pretreatment, and pipe rack modules, following the notice to proceed with engineering, procurement, and construction (EPC) work. The LNG terminal developer claims that the module fabrication work helps manage project costs and risks due to the advantageous in-state location of the KOS facility for the LNG development site.
Brendan Duval, Glenfarne’s Chief Executive Officer and Founder, highlighted: “Derisking module supply via U.S. fabrication avoids tariffs, geopolitical risks, heavy-lift shipping, Panama Canal transit, and helps ensure quality control. We had the option to go offshore, but this decision is an investment in predictability and quality.
“We are giving back to the state that has supported this project so much and are proud to have Texas and U.S. craft labor fabricate our modules. It’s only fitting that Texas LNG has its modules fabricated in Texas.”
Glenfarne and Kiewit completed the execution of the EPC contract for Texas LNG, following 14 months of preliminary final investment decision (pre-FID) engineering work. The project is said to remain on schedule for the FID in the second quarter of 2026.
Oliver Wood, Texas LNG’s Project Director, emphasized: “Glenfarne is focused on promoting U.S. jobs and manufacturing to construct our U.S. LNG facilities whenever it is economically feasible. The decision to select Kiewit’s yard for Texas LNG’s liquefaction modules was easy particularly with the facility’s proven success and experience constructing and fabricating complex structures for other vital energy infrastructure projects.”
Texas LNG is a 4 million tonnes per annum (mtpa) LNG export facility in South Texas. The construction began in 2024, with commercial operations set to begin in 2028. The developer describes the project as being ‘green by design’ since it will be powered by renewable energy, driving the facility’s electric motors, making it one of the lowest-emitting liquefaction facilities globally.
