DNV: Updated Implementing Regulation (EU) 2025/1533 amending the MED in force from 23 September 2025

What is new in the updated Implementing Regulation?
Marine equipment listed as a new item inserted by Implementing Regulation (EU) 2025/1533 in column 1 of the Annex, which is in compliance with the national requirements for type-approval in force before 23 September 2025 in a Member State, may continue to be placed on the market and on board an EU ship until 23 September 2028.
The 9th Implementing Regulation (EU) 2025/1533 contains the following new MED item which will be applicable for “first placing on the market” from 23 September 2025:
MED/4.63 GNSS Equipment- new sub-item: IRNSS Equipment
For following equipment, new or updated type approval/carriage/performance requirements as well as updated testing standards are introduced indicated by the text “new row”.

MED/1.2b Position-indicating lights for life-saving appliances: for lifebuoys
MED/1.2c Position-indicating lights for life-saving appliances: for lifejackets
MED/1.4 Lifejackets
MED/1.3 Lifebuoys self-activating smoke signals
MED/1.5a Immersion suits and anti- exposure suits designed to be worn in conjunction WITH a lifejacket: immersion suit without inherent insulation
MED/1.5b Immersion suits and anti- exposure suits designed to be worn in conjunction WITH a lifejacket: immersion suit with inherent insulation
MED/1.5c Immersion suits and anti- exposure suits designed to be worn in conjunction WITH a lifejacket: antiexposure suits
MED/1.6a Immersion suits and anti- exposure suits designed to be worn WITHOUT a lifejacket: Immersion suit without inherent insulation

Certification and Declaration of Conformity
Manufacturers need to have valid MED certification (Module B+D, B+E, B+F or Module G certificates) to be allowed to place their products on the European market. The conformity of the products is confirmed by the manufacturer at the end of the production phase by affixing the wheel mark on the product and issuing a Declaration of Conformity.
The Declaration of Conformity issued by the manufacturer for products produced after 23 September 2025 shall follow the 9th Implementing Regulation.
Manufacturers are requested to compare the conformity of their products with the design, construction and performance requirements as well as with the testing standards of the currently valid Implementing Regulation. For products with changed requirements and testing standards, new or additional tests may be required.
As of 23 September 2025, MED certificates will be issued by DNV’s notified bodies according to the 9th Implementing Regulation after a positive outcome of the EC assessment procedure.
