Singapore and China have signed a Memorandum of Understanding (MoU) to set up the Singapore-China Green and Digital Shipping Corridor (GDSC).

The agreement was signed by Singapore’s Acting Minister for Transport, Mr Jeffrey Siow, and China’s Minister for Transport, Mr Liu Wei, on 19 October 2025.

According to official information, the MoU advances GDSC cooperation between the two nations to the national level, building upon the earlier partnerships with Tianjin (2023) and Shandong (2024) that were formed at the municipality and provincial levels respectively.

Under this new framework, both countries will work closely with industry stakeholders to advance efforts in maritime decarbonisation, port and supply-chain efficiency, and the development of supporting technologies, infrastructure, and standards that support a sustainable and digitally connected maritime ecosystem.

The MoU also seeks to strengthen digitalisation in maritime transport, encouraging the adoption of data-driven systems aimed at improving operational efficiency, transparency, and resilience throughout the maritime supply chain.

Both countries plan to use their strengths in manufacturing, supply chain management, regulatory frameworks, and regulatory frameworks to drive innovation and ensure the effective implementation of green and digital initiatives across the maritime sector.

Officials from both sides said that the new Singapore-China Green and Digital Shipping Corridor shows their shared commitment to innovation, enhanced maritime connectivity, and a global shift towards a more efficient, resilient, and sustainable shipping industry.
