
Another stopped US offshore wind project will resume construction after a federal judge temporarily lifted the Trump administration’s suspension of the project.
The US Department of the Interior halted five offshore wind projects under construction, worth over $10bn in combined investment, citing national security concerns – Vineyard Wind 1, Revolution Wind, Coastal Virginia Offshore Wind, Sunrise Wind, and Empire Wind 1.
Two of the projects, Equinor’s Empire Wind and Ørsted’s Revolution Wind, have already won their cases and have resumed construction.
Now, the largest offshore wind project under construction in the US, Dominion Energy’s Coastal Virginia Offshore Wind, was allowed to continue construction.
A judge of the US District Court for the Eastern District of Virginia granted Dominion’s request for a preliminary injunction. Dominion called the Trump suspension “arbitrary and illegal” in its lawsuit.
Dominion stated that it would now focus on safely restarting work to ensure CVOW begins delivery of critical energy in just weeks.
“While our legal challenge proceeds, we will continue seeking a durable resolution of this matter through cooperation with the federal government,” the company said.
The 2.6GW Coastal Virginia Offshore Wind is a 176-turbine project that would provide enough power for more than 600,000 homes. It is scheduled to start dispatching power by the end of the first quarter of 2026.
